Dedicated team vs staff augmentation

Choose a dedicated team when a vendor should manage the testers, answer for deliverables named in the contract, and keep product knowledge between releases. Choose staff augmentation when an existing test process, run by your own quality assurance (QA) lead with time to direct external engineers every day, needs specific skills added.

Dedicated team and staff augmentation compared

A dedicated team is one form of managed QA service, so the rows below also mark the line between staff augmentation and managed services: who directs the engineers and who answers for the output.

FactorDedicated teamStaff augmentation
Who manages the workIn a dedicated team, the vendor's quality assurance (QA) lead assigns tasks to the engineers inside priorities the client sets.In staff augmentation, a lead employed by the client assigns tasks to each augmented engineer and reviews the work every day.
Accountability for deliverablesA dedicated team contract can name deliverables, such as maintained test suites and release reports, that the vendor answers for.A staff augmentation contract buys engineer time, and the client answers for the test results the augmented engineers produce.
Knowledge retentionA dedicated team keeps product knowledge through engineer changes when the contract requires a written onboarding plan and test suites stored in the client's repository. In staff augmentation, product knowledge stays with each engineer unless the client's own process requires it in written test documentation.
Ramp-upA dedicated team ramps up as a unit, and the buyer can require an onboarding plan that the vendor's lead runs.An augmented engineer ramps up through the client's own onboarding material and the time the client's engineers give.
Client management loadA dedicated team needs a client contact who sets priorities and accepts the vendor's reports.Staff augmentation needs a client lead with time to plan, review, and direct each augmented engineer's tasks.
Access controls and onboardingIn a dedicated team, the vendor's lead keeps the engineer access list and requests each account, and the client approves and removes access. In staff augmentation, the client's identity team requests, approves, and removes each augmented engineer's accounts through its own joiner and leaver process.
Joint-employer status under the National Labor Relations Act (US)For a dedicated team, the Code of Federal Regulations, title 29, section 103.40 (National Labor Relations Board rule, latest amendment in the Federal Register, 91 FR 9708, 27 February 2026) judges the control the client possesses and exercises on the totality of the relevant facts. For staff augmentation, the Code of Federal Regulations, title 29, section 103.40 (National Labor Relations Board rule, latest amendment in the Federal Register, 91 FR 9708, 27 February 2026) judges the control the client possesses and exercises on the totality of the relevant facts.
Capacity changesA dedicated team changes size or role mix when the vendor re-plans the team against the client's release load.Staff augmentation adds or releases individual engineers within the notice terms of the contract.

When a dedicated team is the better choice

  • No one on your side has time to manage testers. A dedicated team brings its own QA lead, so test planning and task assignment do not wait on your engineering manager.
  • A partner bank or auditor asks for QA records. Deliverables named in the contract, such as release reports and defect records with retest dates, give you evidence in an agreed format. The bank vendor due diligence scenario shows what a sponsor bank review asks for.
  • You want to buy outputs rather than hours. A managed service contract lets you review what was delivered against what was agreed, instead of reviewing each engineer's time.
  • The product needs testing with no planned end date. A vendor-run team keeps its lead and test plan across releases, so continuity does not depend on your own managers directing each engineer.

We offer this model as a dedicated fintech QA team. Staff augmentation is not one of our services.

When staff augmentation is the better choice

  • You have a QA lead and a working test process. Augmented engineers follow your test strategy, tracker, and definitions of done, so nothing new has to be agreed about how testing works.
  • You need one skill for a bounded piece of work. Examples are an automation engineer for a framework migration or a performance tester before a known peak. When you would rather buy the migration as a deliverable, test automation covers framework setup and CI (continuous integration) release gates.
  • Testers pair with developers inside one squad. When test tasks change hour by hour with the code, a client lead who directs every engineer avoids a second layer of planning.
  • Your policy treats every tester like an employee in your identity system. Staff augmentation fits a joiner and leaver process that already covers contractors.

Cost and timeline factors

For a dedicated team, cost and lead time come from:

  • Onboarding. The team maps money flows, partner integrations, and past incidents before its test results carry weight; a written onboarding plan in the contract sets that lead time.
  • Team composition. The number of roles, such as automation, performance, or security specialists, sets the size of the engagement.
  • Deliverable format. Reports and metrics built to your partner bank's or auditor's format take agreement time at the start.

For staff augmentation, cost and lead time come from:

  • Management time. Your QA lead's time for planning, reviewing, and directing each engineer is part of the model's cost.
  • Onboarding per engineer. Each new or replacement engineer onboards from your documentation.
  • Engineer selection. You interview and accept each engineer, so the start date follows your hiring calendar.

For both models, cost and lead time come from:

  • Third-party review. A regulated firm reviews the QA vendor before the work starts; the obligations are covered in in-house vs outsourced QA and on the DORA testing requirements page.
  • Access provisioning. Each engineer who needs systems that hold cardholder data or account data goes through your access request, approval, and review.
  • Legal review. Your employment counsel checks how your people will supervise and direct the vendor's engineers under either model.

In the US, the National Labor Relations Board rule at title 29 of the Code of Federal Regulations (CFR), section 103.40(a), states that "Joint-employer status must be determined on the totality of the relevant facts in each particular employment setting", and that "the entity must possess and exercise such substantial direct and immediate control over one or more essential terms or conditions of their employment as would warrant finding that the entity meaningfully affects matters relating to the employment relationship with those employees." Paragraph (c)(7) covers "actually instructing another employer's employees how to perform their work or by actually issuing employee performance appraisals", but not instructions that "are limited and routine and consist primarily of telling another employer's employees what work to perform, or where and when to perform the work, but not how to perform it." Under paragraph (d), control is substantial when it has "a regular or continuous consequential effect on an essential term or condition of employment of another employer's employees" and is not substantial "if only exercised on a sporadic, isolated, or de minimis basis" (eCFR, 29 CFR 103.40, latest amendment in the Federal Register (FR), 91 FR 9708, 27 February 2026, checked on 2026-09-22). In the European Union, Article 1(1) of Directive 2008/104/EC applies "to workers with a contract of employment or employment relationship with a temporary-work agency who are assigned to user undertakings to work temporarily under their supervision and direction" (checked on 2026-09-22).

Questions

What is staff augmentation?

Staff augmentation is an engagement model in which a vendor supplies individual engineers who work inside the client's team under the client's day-to-day direction. The client assigns their tasks, reviews their work, and answers for the results, and the vendor employs the engineers. In the European Union, Directive 2008/104/EC on temporary agency work covers workers who have a contract of employment or employment relationship with a temporary-work agency and are assigned to a user undertaking to work temporarily under its supervision and direction.

What is a dedicated team?

A dedicated team is an engagement model in which a vendor assigns a standing group of engineers to one client's product and manages them through the vendor's own lead. The client sets priorities and makes release decisions. The contract defines the outputs the vendor answers for, so a dedicated team is one form of managed service rather than a supply of individual engineers.
